Board Members

Tom FlygareThomas J. Flygare 

Thomas Flygare served as the general counsel and vice chancellor of the University System of New Hampshire before entering into private practice. He is currently senior partner at Flygare, Schwarz & Closson in Exeter, New Hampshire. Mr. Flygare brings his experience in employment and labor law to the Measured Progress Board of Directors. 

He previously worked at Harvard University and the United States Department of Health, Education, and Welfare. He founded NHLABORNET, an Internet discussion group for New Hampshire’s human resource and employment law professionals. 

Mr. Flygare is a member of the New Hampshire Bar Association, American Bar Association, and New Hampshire Council of School Attorneys He earned a bachelor of arts degree from St. Olaf College, master’s and doctorate degrees from the University of Wisconsin, and a law degree from Boston University. 

Mr. Flygare has served on several boards, including the New Hampshire Humanities Council, Exeter Hospital, and the Exeter Historical Commission. He has published more than 200 articles in legal and education journals. 

His hobbies include spending time with his grandchildren, reading, and baseball.

Alice IrbyAlice Irby 

Alice Irby earned a bachelor’s degree from the University of North Carolina-Greensboro (UNC-G) She obtained her master’s degree from Duke University. After serving as director of admissions at UNC-G, Ms. Irby joined Education Testing Service (ETS). She also assisted in establishing the Jobs Corps during the Johnson administration. 

In the 1970s, Ms. Irby became vice president for student services at Rutgers University, and then returned to ETS as vice president, in which capacity she led eight field offices and oversaw legislative efforts in Washington. During the 1990s, Ms. Irby founded and was named chief executive officer of ETS’s first operational subsidiary, The Chauncey Group International––an organization devoted to developing employment and professional licensing and certification examinations. 

Since moving to Pinehurst, North Carolina, Ms. Irby has focused on her profession, higher education, and her local community. In addition to her consulting work and position on the board of directors at Measured Progress, Ms. Irby serves as resident of the Excellence Foundation at UNC-G, vice president of the Sandhills chapter of The English Speaking Union, and has been active in organizing educational programs for Phi Beta Kappa. She is currently president of the Village Chapel Foundation and most recently worked as treasurer for and advisor to a local councilwoman’s election for town council. 

Hy WaxmanHy Waxman 

Hy Waxman is the director of project management at Becton Dickinson, an international manufacturer of health care products and diagnostic equipment. In this capacity, he leads the strategy and implementation of global projects in the areas of technology, construction, and supply chain. He also serves as the information technology practice leader at Becton Dickinson Healthcare Consulting, where he has worked with health care organizations to plan, execute, and optimize the use of information technology to operate supply chain processes more efficiently in the clinical and operational arenas. 

Prior to joining Becton Dickinson, Mr. Waxman built a reputation as an expert in information systems. He launched and served as president of systems integration for Systems and Computer Technology, an international software supplier for multiple industries. He has also served as chief information officer at several organizations, including Child World and AT&T Capital. 

Mr. Waxman was educated at Lowell Technological Institute, is Six Sigma certified, and earned his PMP (Project Management Professional) from the Project Management Institute. He is married to Judy, has two children, twin grandchildren, and enjoys golf, skiing, photography, and travel.

Jerry WeinfussJerry Weinfuss 

As principal of Weinfuss & Associates, a sales and marketing consulting firm, Jerry Weinfuss based his business on his years of global experience in client relationship management, key account acquisition, sales force training and development, and the development of marketing/sales strategies. 

Mr. Weinfuss has held leadership positions in organizations such as Unisys Corporation and EDS. At EDS, he created a new division for sales and services to textile/apparel producers that generated more than $50 million in annual revenue within three years. He also was a key member of the merger and integration team that merged Burroughs and Sperry to create Unisys. 

Mr. Weinfuss earned a bachelor of business administration degree from City College of New York.
